Well, the FAA system does allow this and has for years (decades). The FAA designates individuals who are qualified and tested as DMIRs, or Designated Manufacturing Inspections Reps. The DMIRs sign off on parts for use. The FAA doesn't inspect parts, they audit quality systems. I did see once where an FAA DAR (Designated Airworthiness Rep) suspended all the DMIR tickets for a local company, which meant the DAR had to approve all inspections and essentially shut the company down. But again while the DAR was a former FAA employee in the local MIDO, he was retired and was acting under his DAR cert.
