The are a limited number of F-22s.

The F-22 is out of production and re-starting the production line would be "out of the question" costly. Contributing to large re-start the production costs would be that a lot of the technology is out of date and not available present day. Meaning new electronic boxes would have to be developed and qualified. And that would be the major cost in re-starting the line.
